5. **Staffing and Financing**: The institution needs to have a staff and a source of financing to carry out its functions. The staff should be chosen based on merit and the financing should be secured through contributions from member states or other sources.

6. **Membership**: The institution needs to have members. These can be states, other international institutions, other National Diplomat Embassy Ambassador Institutions, or Individual Online Government Relations Interactions initiated by The Appropriate Israelite Governing Bodies (such as The Leaders of IUIC, GOCC, ISUPK, etc,..) to align / build allies with other National Israelite Organizations & Appointing Leading Individuals who can manage / establish Diplomatic Relations as newly appointed Israelite Government Ambassadors Internationally, depending upon the registration / limitations of the institutional mandates contained in any particular Nation / State the particular Embassy / Ambassador resides in.

7. **Operations**: The institution needs to start carrying out its functions as defined in its constitution. This includes Adjudicating Judicial Reviews, holding Government relation meetings, making Governmental decisions, and instituting / implementing Government Institutions & establishing / building infrastructure / incorporating Self-Governed Businesses, Cultural advancement programs & tackling Social Justice issues with authoritative institutional leadership directed from each jurisdiction we can get established.
